It depends on the site and the task. A rated work shoe gives you the same ASTM F2413 toe protection as a boot, so the toe is not the issue. What you give up is ankle support on uneven ground and coverage against debris, sparks, and water. Many sites require a boot for that reason. Check your site rules first, and treat a work shoe as the indoor or finished-floor option.
For the purposes of the rating, yes. Aluminum toes meet the same ASTM F2413 impact and compression thresholds that steel does, which means they pass the same tests at the same levels. The difference is weight: aluminum gets there with noticeably less mass, which is why it shows up across the S-117, Gust, Derecho, and Lytning models. Steel remains the lowest-cost route to the rating.
