For longevity, generally yes, because domestic production is concentrated in welted and stitchdown construction that can be resoled. A boot you rebuild two or three times works out cheaper per year despite the higher entry price. What you give up is out-of-the-box comfort and low weight, since these are heavier leather builds.
Most can, since the welted and stitchdown construction that dominates domestic manufacturing is specifically built for it. A cobbler can replace the outsole without disturbing the upper, and several brands run their own recrafting services. Check the construction on the product page before assuming.

Thorogood in Wisconsin, Danner in Portland, Carolina in Martinsburg Pennsylvania, Double H, Corcoran, and Chippewa all have domestic production, though each also imports part of its range. The models that are domestically built say so in the product title, so check per product rather than per brand.
Two to three weeks of real wear, and that is normal rather than a defect. Heavy full-grain leather on a welt has to soften and take the shape of your foot. Wear them in shorter stretches over the first week. Once broken in they hold that shape for years, which is part of what you are paying for.
Clean before conditioning, condition every one to three months, and dry at room temperature away from heat, since heat is what permanently hardens leather. Resole when the tread goes rather than waiting for the upper to fail. A well-maintained welted boot outlasts several cemented pairs.
