Your heel should lift slightly on the first few wears, which is normal for a pull-on western and settles as the boot breaks in. You want a snug instep to hold the foot, room in the toe, and enough resistance pulling the boot on that it won't slip once the leather relaxes. If it slides on with no effort on day one, it's likely too big. Sizing runs close to your normal size on most Georgia westerns.
