The membrane itself typically outlasts the rest of the boot, but the leather's water-shedding treatment wears off much sooner, usually within a season of hard use. The early sign is water soaking into the upper instead of beading on it, which does not mean the boot is leaking yet but does mean the leather is staying wet and working harder. Re-treating at that point extends the life of both the leather and the membrane.
You can restore the leather's water repellency with a conditioner or wax made for the material, applied to clean, dry boots. What you cannot restore is a punctured or delaminated internal membrane, which is a construction failure rather than a maintenance issue. Keep treatments off the outsole and away from any breathable panels, and follow whatever the product page specifies for that leather.
Waterproof means a sealed barrier, usually a membrane bootie with taped seams, that keeps liquid water out for sustained exposure. Water resistant means the material sheds a splash or light rain but will wet through given time and volume. On this page the waterproof designation is stated in the product title, so check the title rather than assuming from the leather's appearance.
At room temperature with the insoles pulled and the tongue opened wide, in moving air rather than against a heat source. Direct heat from a radiator, heater, or fire is what cracks leather and breaks down the adhesive holding the sole on, and it does more damage than the water did. Loosely stuffing them with newspaper pulls moisture out of the footbed overnight.

A 10 or 11-inch WorkHog or Groundbreaker buys you real depth, while a 6-inch boot is built for wet ground and splash. If you are routinely standing in water above mid-calf, a rubber boot is the right tool rather than a taller leather one.
