Put fleece in the middle: a moisture-wicking base layer against the skin, fleece over it for warmth, and a shell or work jacket on top to block wind and weather. Fleece traps warm air well but stops almost no wind on its own, which is why it feels warm in a shop and cold in an open yard. Building the layers this way also lets you strip one off as you warm up instead of sweating through everything.
A quarter zip lets you vent at the neck without removing the layer, which suits anyone moving between cold outdoor work and a heated cab or building. A full zip comes off completely without pulling it over your head, which matters if you are wearing a hard hat or safety glasses. Timberland PRO's Understory and Studwall lines are offered in both.
Use an FR-rated fleece such as Ariat's Rev quarter-zip or the Primo Fleece 2.0 hoodie and sweater. Standard synthetic fleece is not suitable on an FR site, because untreated fleece can melt against the skin in a flash fire. FR requirements apply to the entire layering system, so the mid-layer counts along with the shirt and outerwear.
Fleece is one of the better mid-layers for damp conditions, because it dries fast and keeps some warmth when it is not fully dry. What it will not do is keep rain off, since the fabric is not a barrier. Pair it with a waterproof shell and it handles wet cold well.
Wash fleece in cool water and skip the fabric softener, which coats the fibers and cuts the fabric's ability to move moisture. Low heat or air drying protects the loft that makes fleece warm in the first place. Flame-resistant fleece has its own laundering requirements that affect the rating, so follow the care label on the garment.
