Most rubber boots run about a half size large and many people size down, though it varies by model. The neoprene lining takes up volume so the fit tightens once the boot is on. With no lacing to take up slack, the fit you get is the fit you keep, so factor in the socks you will actually wear.
Buy for the water you actually cross. Tall pull-ons are for marsh, flooded timber, and deep mud, where the height is the whole point. Shorter models suit dry stand access and chore use. A taller boot than you need is heavier and hotter to walk in for no benefit.
Rinse after use, dry out of direct sun, and store upright rather than folded at the ankle. UV and ozone degrade rubber faster than the work does, and repeated folding at one point creates the cracks that eventually end the boot. A hot vehicle or a sunny garage is the fastest way to shorten their life.
