High gloss is a factory-applied finish, essentially a coated leather that arrives shining and needs wiping rather than polishing, which is why it is popular for daily uniform wear. High shine generally refers to a leather finished to take and hold a spit shine, meaning you build the shine yourself and maintain it. Departments sometimes specify one or the other for dress occasions.

The better ones are, and it is the main thing to shop for. Look for a cushioned midsole and a removable footbed, since pavement and station floors are unforgiving and most of a patrol shift is standing and walking rather than anything strenuous. Lightweight duty boots built on athletic platforms have largely displaced heavy leather for this reason.

Duty boots are built for uniform wear on shift: black, often side-zip, comfortable, and usually presentable enough for a dress code. Tactical boots lean toward field use, with more aggressive outsoles, drainage or waterproofing, and coyote and tan colorways for military wear. For patrol work in wet climates, yes, since you are out of the car in whatever weather arrives. The trade is breathability, and a waterproof boot runs warmer through a summer shift. Six and eight inches are both common, and it comes down to your department's policy and what you find comfortable in a vehicle. An 8-inch gives more ankle support and covers more of the leg under uniform trousers; a 6-inch flexes more freely for driving and is cooler. Modern lightweight duty boots need very little break-in, usually a few shifts. Traditional leather dress boots take considerably longer. For maintenance, keep the leather conditioned and let boots dry fully between shifts, and rotate two pairs if you can, since a boot that never dries out fails at the flex point far sooner.
